Terms used by the proposal
- Integration
- A reciprocal process involving participation, access, communication and adaptation; not a claim that lawful cultural difference must disappear.

- Authority
- Power derived from an identified lawful role, not status assumed through confidence, branding or informal influence.
- Compliance
- Action consistent with an applicable lawful requirement. Barriers, misunderstanding and inability must not automatically be treated as deliberate refusal.
- Safeguarding
- Action intended to protect people from abuse, neglect, exploitation or avoidable harm through lawful and accountable processes.
- Participation
- Engagement with an offered or required process, subject to its legal basis, accessibility, informed understanding and relevant rights.
